The Loudoun County School Board held a meeting at 4:30 p.m. Tuesday, June 23, in the School Board Meeting Room at the Loudoun County Public Schools (LCPS) Administrative Offices, 21000 Education Court in Ashburn.

Work Session
The One LCPS: 2027 Strategic Plan for Excellence is set to sunset on June 30, 2027. LCPS, in collaboration with the community, is working to develop the next strategic plan that will take the division from 2027 through 2032. Staff shared updates from the work of the Strategic Planning Team, and seeks School Board feedback on the draft goals and strategies.

Staff updated the School Board on the school calendar development process, including guiding principles, reviewed calendar options for the 2028-29 school year and reviewed corresponding survey results.

Pledge of Allegiance
The Pledge of Allegiance and the National Anthem were performed by Sathvik Abbineni, a rising 8th grader at Stone Hill Middle School.

Recognitions
The 2025-2026 school year is the second year of the LCPS middle school intramural sports program, serving all 18 middle schools. Each quarter, LCPS offers a different sport for students to participate in after school. Each school has a regular season and a tournament to advance the top team to the LCPS Middle School Intramural Tournament. In the 4th quarter, students competed in 7v7 soccer, and the division piloted a cross-country running activity with 12 middle schools.

LCPS High Schools are members of the Virginia High School League and compete in athletic and activity competitions throughout the school year, culminating in the state tournament for that competition. This year, Loudoun was the host site for the VHSL Class 4, Class 5, and Class 6 Spring Jubilee, which is the state championships for boys and girls soccer, boys and girls lacrosse, baseball, and softball.

Superintendent’s Report
Highlights of the report include:

  • The Department of Communications and Community Engagement recently won 4 awards from the National School Public Relations Association (NSPRA).

  • LCPS held its annual First Responder cookout at Heritage High School.

  • LCPS hosts statewide Spring Jubilee showcasing top high school teams.

Public Comment
Community members participated in person to provide the School Board with comments on a range of topics.

Action Items
The Board addressed seven action items:

  1. The School Board approved a budget realignment in the School Operating Fund and supplemental budget increases for the Workers’ Compensation Fund, Virginia Local Disability Program Fund, and Health Self-Insurance Fund. 

  2. The School Board adopted the revised Policy 4310 - Purchasing Authority, as amended.

  3. The School Board approved the LCPS Head Start Preschool Grant Continuation Application – Year 3 of 5 and the Annual Governing Body Overview and Approvals. Furthermore, the School Board directed staff to consider the expansion of STEP classrooms in the development of staff plans for the upcoming Eastern Loudoun Elementary Boundary process.

  4. The School Board voted to name the new high school, located at 41634 Steeplechase Loop Drive, Leesburg, Thornton Summit High School.

  5. The School Board approved Policy 8210, Introduction to Student Discipline.

  6. The School Board approved Policy 8270, Student Dress Code, as amended.

  7. The School Board approved and adopted revisions to Policy 8250, Bullying Prevention and Education, as amended.

Information Items
The Board addressed three information items:

  1. Staff informed the School Board that it intends to collect community feedback to inform FY28 budget development by conducting a ThoughtExchange at the beginning of School Year 2026-2027.

  2. The School Board reviewed and discussed revisions to Policy 8160, Exceptions to School Assignment Due to Attendance Zone Change.

  3. The Office of the Superintendent provided a quarterly forecast of topics the Administration will present to the Board for its consideration in the forthcoming quarter.

Discussion Item
Staff and the School Board discussed E-bike safety concerns.
