The Loudoun County School Board held a meeting at 4:30 p.m. Tuesday, December 16, in the School Board Meeting Room at the Loudoun County Public Schools (LCPS) Administrative Offices, 21000 Education Court in Ashburn.

Work Session
The Department of Teaching and Learning provided an overview of Literacy Updates and Supports, which included current priorities in literacy, including the implementation of instructional materials, supports for teachers and schools, assessments, and tools for intervention and progress monitoring.

Staff provided a detailed update on the VDOE and federal accountability and accreditation results, including performance levels of specific schools, areas of concern, and supports in place for federally identified schools. Patterns and next steps were presented and discussed.

Dr. Spence recognized Dr. Deans, Mr. Istrefi, and Chair Mansfield for their service and contributions to Loudoun County Public Schools.

Public Comment
Community members participated virtually and in person to provide the School Board with comments on a range of topics.

Action Items
The Board addressed nine action items:

  1. The School Board adopted Redistrict Plan 280 as amended, involving changes to existing Ashburn and Dulles North elementary school attendance zones. All changes included with this action will be implemented in fall 2026, with the start of the 2026-2027 school year.

  2. The School Board adopted the FY 2027 - FY 2032 Capital Budget, including the Capital Facility Planning Guidelines, as amended through December 1, 2025, and submitted the same to the Loudoun County Board of Supervisors for their action.

  3. The School Board approved the award for RFP #R25271 Enterprise Resource Planning (ERP) Software and Implementation Services to International Business Systems (IBM), Oracle, and TimeClocks Plus for twenty-two million, four hundred sixty-four thousand, ninety-three dollars ($22,464,093) effective from January 2, 2026 through June 30, 2029 and authorizes the Chair to sign the final documents upon presentation.

  4. The School Board adopted the 2025-2026 Legislative Program.

  5. The School Board approved the proposed revisions to Policy 2140, Orientation and Professional Development for Board Members.

  6. The School Board approved revisions to Policy 3120, as amended, Powers and Duties of the Division Superintendent.

  7. The School Board approved the revisions to Policy 3410, Office of the Auditor General.

  8. The School Board adopted the Student Behavior and Accountability Committee’s approved revisions of Policy 8655, as amended, Student Personal Device Use.

  9. The School Board adopted the revisions as amended to Policy 8155, School Assignment.

Information Items
The Board addressed one information item:

  1. Staff provided a preliminary fiscal forecast for the upcoming fiscal year, including anticipated revenues, budget requirements, and timelines.
