The Loudoun County School Board held a meeting at 4:30 p.m. Tuesday, September 9, in the School Board Meeting Room at the Loudoun County Public Schools (LCPS) Administrative Offices, 21000 Education Court in Ashburn.

Work Session
Staff presented highlights from the School Business Partnership Executive Council’s work over the past year, including impact metrics, student engagement and upcoming priorities. The update showcased initiatives such as Job-For-A-Day and the School Business Partnership Awards Recognition, while also emphasizing the Council’s broader contributions to workforce development, mentorship and holistic student support. 

The School Board received an update on the 2024-2025 Strategic Plan metrics and targets, and also received an overview of key accomplishments for each Strategic Plan goal area.

Staff shared an overview of the Strategic Plan 2032 process and engaged the board in dialogue around our current Mission, Vision and Values.

The Pledge of Allegiance and the National Anthem were performed by the Freedom High School Saxophone Quartet.

Recognitions
One LCPS Spotlight: Over the last six years, Belmont Ridge Middle School has worked collaboratively with Orblynx Academy to create a meaningful business partnership to empower our students and increase engagement of young women in STEM.

Highlights of the report include:

  • Belmont Ridge Middle School students earn four National Championships at TSA Conference.

  • Academies of Loudoun students engage in global research collaboration in Singapore.

  • Gum Spring, J. Michael Lunsford and Seneca Ridge middle schools earn AMLE Schools of Distinction Honor.

Public Comment
Community members participated virtually and in person to provide the School Board with comments on a range of topics.

Action Items
The Board addressed six action items:

  1. The School Board voted to use $28,997,133 of the FY25 allocated and unencumbered school operating fund balance to reimburse the Virginia Department of Education (VDOE) FY23 and FY24 Title VIB funds in response to VDOE’s determination regarding Maintenance of Effort requirements.

  2. The School Board voted to authorize an FY25 supplemental budget increase of $1,500,000 for the Workers’ Compensation Self Insurance Fund, to be funded by available fund balance and transfers from the School Operating Fund. Further, the School Board authorized an FY25 supplemental budget increase of $43,000,000 for the Health Self-Insurance Fund to be funded by a combination of excess FY25 revenues, transfers from the School Operating Fund, and use of available fund balance.

  3. The School Board adopted the amended Legislative, Audit and Policy Committee's approved revisions of Policy 2310, Committees of the School Board.

  4. The School Board adopted the Specialized Programs and Centers Committee's approved revisions to Policy 5095, Participation in the Thomas Jefferson High School for Science and Technology.

  5. The School Board adopted the Technology and Support Services agreements for Hillsboro Charter Academy (HCA) and Middleburg Community Charter School (MCCS).

  6. The School Board adopted the Student Behavior and Accountability Committee's approved revisions to Policy 8225, Re-Admission, Exclusion or Admission of Students.

Information Items
The Board addressed several information items, including:

  1. The School Board discussed the proposed budget development calendar for the FY27 Annual Budget.

  2. The School Board discussed naming the LCPS Recovery School program the Recovery, Inspiration, Strength and Empowerment (R.I.S.E.) Academy.

  3. The School Board discussed naming the LCPS Transition Center the LCPS VIEW (Vocation, Independence, Employment and Work Readiness) Transition Academy.
