David Spage as director of high school education. Mr. Spage holds a bachelor's degree in public administration and a master's degree in education from George Mason University. He has served as a social studies teacher at Oakton High School and Robinson Secondary School and as an assistant principal at Oakton High School, all in Fairfax County Public Schools; as an assistant principal at Broad Run High School; and as principal of Potomac Falls High School.

Planning and Legislative Services – Executive Director of Planning and Legislative Services Dr. Sam Adamo presented a staff proposal for changing the process for changing school attendance boundaries.
Curriculum and Instruction - Blue Ridge District School Board member Priscilla B. Godfrey presented a review of School Board policies §5-1, §5-2, §5-3, §5-4, §5-5.1, §5-7, §5-8, §5-9, §5-10, §5-11, §5-12 and §5-13.
Business and Financial Services – Assistant Superintendent for Business and Financial Services E. Leigh Burden presented the School Board Calendar for the Fiscal Year 2011 School Operating Budget, the fiscal years 2011-2016 Capital Improvement Program and the fiscal years 2011-2016 Capital Asset Preservation Program review and adoption.
Personnel Services – Leesburg District School Board member Tom Marshall presented a review of School Board policies §7-1, §7-3, §7-61 and §7-64.
DELEGATIONS
Greg Kelly spoke about the need for a new elementary school in Leesburg and the problems created by diversity at Ball's Bluff Elementary.
