PUBLIC HEARING: FY2011-16 Capital Improvement Program (CIP) and FY2011-16 Capital Asset Preservation Program (CAPP)
Leah Parks, Wendy Wooley and Eric Hornberger spoke about enrollment projections, under-represented Ashburn populations and timely planning for the construction of new schools in Ashburn.


ACTION
The School Board Approved:
Minutes; Policy Revision of School Board Policies §2-17, Committee to Suggest Names for School Buildings; §2-19, Superintendent's Recommended Capital Improvements Program: Closure of an Existing Schools; §2-31, Policy Manual; and School Board Policy Revision §5-39, Drug Education; Exemption from School Attendance for Religious Reasons; Construction Change Orders; Construction Status Report; Deed of Easement Between the Loudoun County School Board and the Loudoun County Sanitation Authority – Briar Woods High School Property; Amendment Number One to Loudoun County Public Schools 403(b) Elective Deferral Plan; RFP #071, Self-Insured Workers' Compensation Program Excess Liability Insurance and Third Party Administration of Claims, Renewal; RFP # 10H, Agency Nursing Services for Students; Transfer Request in Excess of $50,000.00; Student Expulsion; and Licensed and Classified Personnel Actions, including the following administrative appointment and retirement:

Alisa A. Rogaliner as principal of Buffalo Trail Elementary School (ES-20), effective February 1, 2010. Ms. Rogaliner holds a bachelor's degree in elementary education from the University of West Florida and a master's degree in educational leadership from George Mason University. She has served as a fourth grade teacher at Susie Tolbert Elementary and a second grade teacher at Chimney Lakes Elementary in Jacksonville, Fla.; as a fifth and sixth grade teacher at Chumuckia and Munson elementary schools in Florida; as a first, third and fifth grade teacher at Buzz Aldrin Elementary in Fairfax County Public Schools; as a fifth grade teacher at Evergreen Mill Elementary; as an administrative intern for Loudoun County Public Schools; and as an assistant principal at Sycolin Creek Elementary.

Gary Wilkers retired as principal of Middleburg Elementary, effective November 30, 2009. Mr. Wilkers holds a bachelor's degree in Elementary Education from Geneva College and a master's degree in school administration from George Mason University. He served as a fourth grade teacher at Sugarland Elementary; as a fourth grade teacher at Zaragoza Elementary in Zaragoza Spain; as a fifth grade teacher at Sterling Elementary; as assistant principal at Cool Spring Elementary; and as principal of Middleburg Elementary.

...Naming the new elementary school (ES-20) Buffalo Trail Elementary School to be located in the Seven Hills Development.
...Naming the new middle school (MS-5) J. Michael Lunsford Middle School.

...A budget transfer of $1.7 million to build capacity for additional technology for special education students.

INFORMATION ITEMS
Business and Financial Services: Assistant Superintendent for Business & Financial Services E. Leigh Burden presented proposed School Board Policy Revisions §7-46, Deductions; §7-47, 403(b) Elective Deferral Plan/457 (b) Deferred Compensation Plan; §7-50, Retirement Benefits; and §7-60, Personal Leave.
Deputy Superintendent: Deputy Superintendent Ned D. Waterhouse presented School Board Policy Revisions §8-36, Drugs and §8-37, Use of Tobacco.
Planning and Legislative Services: Executive Director of Planning and Legislative Services Dr. Sam Adamo presented information on the Loudoun County, Loudoun Valley and Heritage High School Rising Junior and Seniors' Survey. There were a total of 273 surveys distributed, 137 students did not respond.
Support Services: Assistant Superintendent for Support Services Mr. Jeffrey Platenberg presented proposed School Board Policy Revisions §6-11, Transportation on State Maintained Dead End Roads and Private Roads; and §6-21, Eligible Rider.

DELEGATIONS
Sally Fuller spoke in support of naming MS-5 J. Michael Lunsford Middle School.
Julie Abel, Valerie Balser, Chris Brooks, Chris Crooks, Estee Laclare, Julie Lech, Krisnan Menon, Chris Norem, Kim Norem and Surash Velveli spoke about elementary school boundaries. Eileen Murdock addressed the School Board about a disciplinary matter.
