RECOGNITIONS
Director of Career, Technical and Adult Education Shirley L. Bazdar presented a proclamation designating February as Career and Technical Education Month. Lauren Dillard, the Family and Consumer Sciences teacher at Farmwell Station Middle School and seventh grade student Joey Konrad spoke about career and technical education. Director of Student Services Anne Lewis presented a proclamation recognizing February 1st through 5th as National School Counseling Week. Bazdar introduced representatives of the Claude Moore Charitable Foundation who donated to Loudoun County Public Schools (LCPS). Claude Moore Charitable Foundation Trustee Randy Sutliff and Deputy Executive Director Lynn Tadlock presented the 2010 grant awards from the foundation. These awards included $34,000 for the High School Graduation Party program; $27,000 for the Teacher Endorsement Tuition Scholarship Program; and $6,000 for the Reality Store.
ACTION
The School Board Approved:
Minutes, exemption from school attendance for religious reasons; construction change orders; construction status report; School Board Policy revisions §7-9, Supervision of Relatives and §7-22, Substitute Teachers; RFP #07-O Gym and Hardwood Floor Refinishing and Sanding, Renewal; RFP #10-1, Geotechnical and Construction Testing Services; IFB #10-02, Food and Supplies, Renewal; IFB #244, Library Furniture for New High Schools and Ongoing Needs; IFB #245, Toner Cartridges; EarthDay@Loudoun Resolution; and the Superintendent's recommendations for licensed and classified personnel actions, including the following administrative appointment and retirement:
Michelle A. Walthour as principal of Ashburn Elementary School, effective January 29, 2010. Mrs. Walthour holds a bachelor's degree in early childhood education with a concentration in Spanish from the State University of New York at Oswego, a master's degree in elementary education from New York University and has done additional coursework in administration/supervision endorsement from the University of Virginia. She has served as a teacher in grades 2, 3, 5 and 6 at Public School 251 in Brooklyn, N.Y.; as a teacher in grades 1, 3 and 6 at James K. Polk Elementary in Alexandria; as a fifth grade teacher at Paul H. Cale Elementary in Albemarle County Public Schools; as a teacher in grades 4 and 5 at Hampton Oaks Elementary in Stafford County; as a fifth grade teacher at Ball's Bluff Elementary; and as assistant principal at Sully Elementary.
E. William Chapman retires as division counsel effective June 30, 2010. Mr. Chapman holds a degree in political science from Shepherd College and a juris doctorate from the University of Virginia School of Law. He served in private practice with Reed Smith, LLD before becoming division counsel in 2006. Mr. Chapman first began representing Loudoun County Public Schools (LCPS) in 1974 and has served under 15 School Board chairmen.
...awarding the construction contract for J. Michael Lunsford Middle School to Donohoe Construction Co. of Washington, D.C. Donohoe's bid of $28,426,000 was the lowest of eight responsive bidders.

Business and Financial Services: Director of Financial Services Tim Yetter presented the Fiscal Year 2009 Comprehensive Annual Financial Report (CAFR).
Planning and Legislative Services: Executive Director of Planning and Legislative Services Dr. Sam Adamo presented School Board Policy Revision §2-32, School Boundaries: Policy and Process.
DELEGATIONS
Debbie Rose and Paul Dwyer addressed various concerns about the Superintendent's Proposed Fiscal Year 2011 Budget.
