School Board Summary April 23, 2024


The Loudoun County School Board held a meeting at 4:30 p.m. Tuesday, April 23, in the School Board Meeting Room at the Loudoun County Public Schools (LCPS) Administrative Offices, 21000 Education Court in Ashburn.

Work Session

The Department of Teaching and Learning provided an overview of current initiatives and resources in elementary and secondary literacy and mathematics.

The Department of Support Services provided the annual review of Walk Zone changes in accordance with School Board Policy 6210, Student Transportation, specifically School Walk Routes and Distances Review and Modification.

Recess Meeting

Pledge of Allegiance and National Anthem

The Pledge of Allegiance and National Anthem were performed by the Willard Middle School Wildcats Chorus.

Student and Staff Recognition

The School Board recognized intramural sports winners, Smart’s Mill Middle School for winning the intramural volleyball championship and Seneca Ridge Middle School for winning the intramural 3-on-3 basketball championship.

The School Board recognized 17 teams and individuals for capturing the VHSL State Championship in their sport or activity during the winter sports season.

The School Board recognized Mary Paquette for 40 years of service and Charles Smith for 45 years of service to LCPS.

The School Board recognized the Principals of the Year, Teachers of the Year, and New Teachers of the Year for the 2023-2024 school year.

Superintendent’s Report

Highlights of the report included:

  • HOPE Club hosted a dance for students receiving special education services.

  • LVHS Senior selected as a Cooke College Scholar.

  • Farmwell Station Middle School teacher wins environmental excellence award.

  • Registration for Virtual Distance Elementary is now open.

Public Comment

Community members participated in person and virtually to provide the School Board with comments on a range of topics.

Action Items

The Board addressed 13 action items:

  1. The School Board reviewed and approved the LCPS 2024-2029 Local Plan for the Education of the Gifted.

  2. The School Board approved staff’s recommendation to transfer $1,090,000 for AP Test fees and contracted security services.

  3. The School Board approved the Board of Supervisors of Loudoun County, VA, and Loudoun County Sanitation Authority d/b/a Loudoun Water Deed of Easement and Plat associated with the water line on Sycolin Creek ES property.

  4. The School Board approved the renewal of RFQ #558787 Petroleum Products effective May 1, 2024 through April 30, 2025.

  5. The School Board renewed RFP #R20252 Architectural/Engineering Services for Miscellaneous Projects effective May 1, 2024 through April 30, 2025.

  6. The School Board renewed RFP #R23252 Geotechnical and Construction Testing Services effective May 1, 2024 through April 30, 2025.

  7. The School Board approved the Contract Award of IFB #24-533 LCPS Summer 2024 Room Conversions Project to TMG Construction Corporation in the amount of One Million, Three Hundred and Eleven Thousand dollars ($1,311,000) and authorizes the Chair of the School Board to sign the final contract documents upon presentation.

  8. The School Board approved the Contract Award of IFB #24-530 CTE Room Renovations Project to TMG Construction Corporation in the amount of One Million, Five Hundred and Sixty-Nine Thousand dollars ($1,569,000) and authorizes the Chair of the School Board to sign the final contract documents upon presentation. 

  9. The School Board approved the proposed 2024-2025 calendars for Hillsboro Charter Academy and Middleburg Community Charter School.

  10. The School Board approved the recommended primary print and digital resources for CTE and International Baccalaureate.

  11. The School Board approved the 2024-2025 Annual Plan for Special Education and Application for Federal Funds.

  12. The School Board approved and adopted recommended changes to Policy 8310, Theatrical Presentations.

  13. The School Board accepted the revisions to Policy 7318, Separation of Staff Members.

Information Items

The Board discussed three information items:

  1. An FY24 financial projection and an update on the status of COVID Funding.

  2. The use of projected FY24 School Operating Fund year-end fund balance.

  3. OneLCPS | Forward Together Entry Plan Update.
