School Board Summary November 14, 2023


The Loudoun County School Board held a meeting at 4 p.m. Tuesday, November 14, 2023, in the School Board Meeting Room at the Loudoun County Public Schools (LCPS) Administrative Offices, 21000 Education Court in Ashburn.

Work Session

The Special Education Advisory Committee (SEAC) provided a quarterly update. Staff presented information for the School Board Abbreviated Secondary School Attendance Zone Change Process for Western Loudoun. The Department of Student Services provided information on combatting substance use in LCPS.  

Recessed Meeting

Pledge of Allegiance and National Anthem

Lovettsville Elementary School Choir members led the Pledge of Allegiance and performed the National Anthem.

Student/Staff Recognitions

Chair Ian Serotkin introduced and welcomed all nine new members of the 2024 School Board. The One LCPS Spotlight includes a report about the strength of Student Voice in Loudoun Valley High.

Superintendent’s Report

Dr. Spence shared good news from around the division, including new personnel and student accomplishments.  

Public Hearing on Elementary School Attendance Zones(Henrietta Lacks ES)
Approximately five speakers participated in public comment on this topic. 

Public Comment
Community members participated in person and virtually to provide the School Board with comments on various topics.

Action Items

The Board addressed the following Action Items:  

  • Voting to approve the ALL IN VA plan

  • Voted to approve the revisions to Policy 5060, Textbooks Furnished Free

  • Voting to approve the Domestic and Dating Violence Awareness Month Proclamation.

Information Items

The Board heard several information items including (but not limited to) information on the expansion of the STEP program, information on the Middleburg Community Charter Schools External Audit Results, and recommended revisions to Policies 7030, 7714, 2310, 8205 and 8650.
