School Board Summary October 24, 2023


The Loudoun County School Board held a meeting at 5 p.m. Tuesday, October 24, in the School Board Meeting Room at the Loudoun County Public Schools (LCPS) Administrative Offices, 21000 Education Court in Ashburn.

Work Session

Staff presented the School Board with detailed information regarding Goals 2, 3 and 4 progress and strategies on the One LCPS | 2027 Strategic Plan for Excellence. 

Recessed Meeting

Pledge of Allegiance and National Anthem

The Pledge of Allegiance was led by members of the Hillside Elementary School Morning Show. The National Anthem was performed by the Discovery Elementary School Choir.

Superintendent’s Report

Dr. Spence shared good news from around the division and provided the School Board with a progress report on his Forward Together Entry Plan

Public Comment

Community members participated in person and virtually to provide the School Board with comments on a range of topics.

Action Items

The Board addressed Action Items, including, but not limited to:  

  • Voting to adopt the 2024 Legislative Program

  • Voting to approve the FY23 County Fund Balance Request 

  • Voting to approve revised Policy 6220, Student Safety and Discipline on Buses 

  • Voting unanimously to approve the School Psychologists Week Proclamation

Information Items

The Board heard several information items including (but not limited to):

  • a review of standing committees (Policy 2310), 

  • the annual report from the Office of the Ombuds, 

  • a review of the ALL IN VA plan, 

  • the FY24 1st Quarter Financial Review and COVID-19 Funds update, 

  • the VSBA Legislative positions, 

  • Sterling Meadow Cash Proffers, 

  • County Safe Pedstrian Passage to Schools Prioritized Crosswalk Studies, and, 

  • several policy revisions.
