School Board Summary September 26, 2023

The Loudoun County School Board held a meeting at 6:30 p.m. Tuesday, September 26, in the School Board Meeting Room at the Loudoun County Public Schools (LCPS) Administrative Offices, 21000 Education Court in Ashburn.

Recessed Meeting

Pledge of Allegiance and National Anthem

The Pledge of Allegiance was led by VHSL 2022-23 Individual State Champions from LCPS Spring Sports. The National Anthem was performed by the Loudoun County High School Chamber Choir.

Office of the Superintendent

LCPS staff unveiled a new Division logo, kicking off a phased rollout plan, to the School Board.

Student and Staff Recognitions

The School Board recognized student-athletes from VHSL State Championships during the 2022-23 School Year – Spring Individual Champions.

The School Board recognized Megan Tucker, STEAM Specialist and Dean of Curriculum at Hillsboro Charter Academy in Hillsboro, Virginia, for being selected as the National Aviation Hall of Fame (NAHF) 2023 A. Scott Crossfield Educator of the Year.

Superintendent’s Report

Dr. Spence shared a number of updates, including:

  • On September 20, Dr. Spence attended his first community listening session.

  • LCPS has 82 National Merit Scholarship Semifinalists. 

  • A record 54 LCPS students received an Advanced Placement Capstone Diploma in 2023.

Public Comment

Community members participated in person to provide the School Board with comments on a range of topics.

Action Items

The Board addressed seven Action Items, including:

  1. The School Board adopted a calendar for the development of the Fiscal Year 2025 Annual Operating Budget.

  2. The School Board approved the naming of the Broad Run High School softball field after Mr. Steele, therefore named the Ed Steele Softball Field for a period of 10 years.

  3. The Board adopted a resolution recognizing October 2023 as Bullying Prevention Month.

Information Items

The Board discussed several information items, including:

  1. The One LCPS: 2027 Strategic Plan for Excellence update on Goal 1.

  2. The Board heard a preliminary FY25 fiscal forecast from Business & Finance.

  3. Town of Leesburg staff indicated that additional school cash proffer funds will be made available as new residential projects are developed and that the funds can be applied to qualifying LCPS capital projects that address growth and serve Leesburg resident students.
