School Board Summary June 13, 2023


The Loudoun County School Board held a meeting at 4:00 p.m. Tuesday, June 13, in the School Board Meeting Room at the Loudoun County Public Schools (LCPS) Administrative Offices, 21000 Education Court in Ashburn.

School Board Work Session

The School Board received updates on the One LCPS 2027 Strategic Plan for Excellence Goal 3 and Goal 4.


Dr. Ashley Ellis, Deputy Superintendent, provided the School Board with an update on Access to Literacy for All.


Sharon Willoughby, Chief Financial Officer, provided information and recommendations on the FY24 Budget Reconciliation.


Kevin Lewis, Chief Operations Officer, presented on the Fall 2023 School Board Meeting Calendar for ES-32 Attendance Zone Change Process and Fiscal Year 2025 Capital Budgets.


Dr. Ashley Ellis, Deputy Superintendent, and Scott Meisenzahl, School Improvement Supervisor, presented the annual grant application for the 2023-2024 school year for the Elementary and Secondary Education Act (ESEA) as amended by the Every Student Succeeds Act of 2015 (ESSA).


Kevin Lewis, Chief Operations Officer, presented a proposed new policy 6730, School Crisis, Emergency Management, and Medical Response.


The Board received an update from Joan Sahlgren, Director of Communications & Community Engagement, on the 2023 LCPS Design Challenge.


Recessed Meeting


Pledge Leaders and National Anthem

The Pledge of Allegiance was led by Independence High School Teacher Cadets. The National Anthem was performed by the Arcola Elementary School Chorus.


Student and Staff Recognition

The Department of School Leadership presented five VHSL State Champions for Board recognition.


The One LCPS Spotlight celebrated the Independence High School Teacher Cadet Program.


Acting Superintendent’s Report

Dr. Smith shared a number of updates, including:

  • Andrew Davis, Principal of Round Hill ES, has been named an Executive Principal of Elementary Education.
  • Principal Lenny Compton will be the principal of the new Watson Mountain MS in 2024 and Colleen O’Neill will become the principal of Round Hill Elementary School. 
  • Banneker Elementary School celebrated its 75th Anniversary.
  • LCPS will be providing a free meal program at 8 locations this summer.

Public Comment

Community members participated in person to provide the School Board with comments on a range of topics.


Action Items

The Board addressed five Action Items, including:

  1. The Board approved the Memorandum of Understanding with the Loudoun County Sheriff’s Office and the Leesburg Police Department.
  2. The Board approved revised policy 6320, Playgrounds.
  3. The Board named the Broad Run High School gymnasium the “John Costello Gym” pursuant to policy 6510 for 10 years.
  4. The Board approved the proposal for a Health and Medical Science Academy (HAMSci).
  5. The Board named ES-32 in Aldie Henrietta Lacks Elementary School.
