By state law, students who will be five (5) on or before September 30 are eligible to enroll. Children whose fifth birthday falls after September 30 are not eligible to begin school as four-year-olds. A child with an October 1 or later birthday cannot be considered for enrollment. This includes students who transfer from other school districts after the start of the school year. Military families may have an additional option - please contact the Office of Elementary Education at 571-252-1290.
Under the compulsory attendance laws of Virginia, a child whose fifth birthday falls on or before September 30 of a given year must be enrolled in school for that school year. However, a child's attendance may be delayed for one year if, in the opinion of the parent or guardian, the child is not mentally, physically, or emotionally prepared to attend school. You must inform the Department of Pupil Services, Pupil Services Coordinator, in writing if you decide not to register your child. Please send your letter to Tamara Christman, Pupil Services Coordinator, Loudoun County Public Schools, 21000 Education Court, Ashburn, Virginia 20148.
A child who is 5 by September 30 will be placed in first grade without a trial placement if s/he was enrolled in and has successfully completed a kindergarten program in a non-public school recognized as participating in the accreditation program under the auspices of the Virginia Council for Private Education (VCPE). Parents must provide evidence (report card or transcript) that indicates that the child has successfully completed the kindergarten program at the non-public school.
All other children of kindergarten age whose parents request first grade placement may be placed in the first grade ONLY after appropriate observation and evaluation. Evaluation of the student will not occur prior to the end of the current school year. The principal may choose to do an evaluation during the summer or may choose to place the child in kindergarten to observe and evaluate prior to making the decision regarding grade placement. The final grade placement must be made no later than the student’s first month of school; however a child does not need to spend an entire month in kindergarten before the principal makes the grade placement decision. Parents should make the request to their child's principal and understand that the final decision on grade placement rests with the principal.
