Loudoun County Public Schools’ ESSER III Spending Plan


Loudoun County Public Schools (LCPS) will continue its review of funding used from the American Rescue Plan (ARP). Earlier this year, LCPS approved a spending plan for funds from the ARP Act Elementary and Secondary School Emergency Relief (ESSER) III in the amount of $10.9 million which focuses on areas including: 

  • Unfinished Learning - at least 20% of funds; 
  • Student Academic, Social, Emotional, and Mental Health Needs; 
  • English Learner Middle & High School Newcomer Summer Program;
  • Elementary & Middle Summer School; 
  • High School Summer Credit Recovery Program; 
  • Additional Elementary School Counselors; 
  • Additional Teacher Assistants for First Grade in Elementary School; and,
  • Programs for “at-risk” students. 

The LCPS spending plan was approved by the Virginia Department of Education.

LCPS welcomes ongoing public input on the ESSER III spending plan and invites the public to send comments to for consideration. LCPS will review all feedback when considering plan revisions. The spending plan is reviewed every six-months through September 30, 2023.

The purpose of the American Rescue Plan (ARP) Act Elementary and Secondary School Emergency Relief (ESSER) III Fund is to help safely reopen and sustain the safe operation of schools and address the impacts of COVID-19 on the nation’s students. 

This funding will be available for use through September 30, 2024, and is intended to help elementary and secondary schools combat ongoing challenges from the COVID-19 pandemic.
