    The Office of Elementary Education (OEE) focuses its efforts on developing school-based leadership in the area of instructional improvement. Support is provided to school administrators on creating and monitoring school improvement plans, implementing the new teacher performance evaluation system, and ensuring that quality assessment practices are used to determine student progress. This office works collaboratively with the Department of Instructional Services and elementary schools to promote individual achievement in a learning environment where equal access is provided for all students.

    The mission of Loudoun County Elementary Schools is to create and maintain an environment that ensures a high level of growth and academic achievement for each student as measured by national, state, and district standards.

    Primary Responsibilities


    Enrollment projections and available class space are analyzed in order to prepare a budget proposal for all elementary regular education staffing including administrators, teachers, teacher assistants, and support staff. The OEE prepares and administers the per pupil allotments for elementary instructional materials and postage as a part of the annual School Board budget process.


    Kindergarten provides a period of transition between learning in the home or preschool and the more formal learning provided by our elementary schools. Differentiation and hands-on experiences that are developmentally consistent with the way five-year-olds learn best form the first step of a lifetime of learning.     School Improvement Planning

    The OEE assists in the development, review and monitoring of elementary school improvement plans and works with schools to identify research-based strategies to address academic weaknesses while acknowledging demonstrated successes.

    School Operations

    Elementary principals and assistant principals receive advice and assistance in monitoring school operations and implementing discipline policies. The OEE responds to parent and community inquiries about school operations and investigates concerns that have not been successfully resolved at the school level.

    Principal Evaluation

    The Director and Supervisor of Elementary Education supervise and evaluate elementary principals relative to leadership standards in alignment with division goals and research-based best practices.

    Professional Growth

    The OEE conducts monthly meetings with principals and assistant principals to discuss relevant information, relay current issues and engage in professional dialogue and reflection as professional learning communities.

    The Office of Elementary Education coordinates The Washington Post’s Teacher of the Year Finalist for LCPS. The recipient also serves as the Loudoun County Teacher of the Year.  2017-2018 Nomination Form
