Loudoun County Public Schools Office of Testing Services The Office of Testing Services supervises and/or reports on standardized testing programs in Loudoun County Public Schools. In this capacity, we serve students, parents, educators, and the greater Loudoun community. Testing programs supervised by the Office of Testing Services include the Cognitive Abilities Test (CogAT), as well as those testing programs required for state and federal accountability. Testing programs required for state and federal accountability include the Virginia Standards of Learning ( The Office of Testing Services also supervises annual testing for Home-Instructed students, and has reporting responsibility for the Scholastic Assessment Tests ( The National Assessment of Educational Progress (NAEP), also known as “The Nation’s Report Card,” is a project of the U.S. Department of Education.
